Abstract

Hopes were pinned on the latest UN climate summit at Lima. It was supposed to prepare the ground for a new climate deal that will replace the existing Kyoto Protocol at Paris in 2015. But the Lima talks pave the way for an inconsequential Paris treaty, which will make it nearly impossible to restrict global temperature rise to below 2C. An analysis by Chandra Bhushan.
