Abstract

Poverty has always been one of the chronic problems in small-scale fisheries communities in developing countries. Many researchers believe that this reality could be attributed to the government structural systems since most fisheries administrations in developing countries are normally smallsized with their main roles focusing more on technical improvements rather than on socio-economics. For being very technically-oriented, most fisheries administrations implement programs that do not generally give importance to poverty alleviation.
