The conference on Responsible Fisheries in the Marine Ecosystem held in 2001 unanimously adopted a resolution – the Reykjavik Declaration – concerning marine ecosystem utilization. The Declaration stated that Fisheries, when considered on a global scale, are neither sustainable nor are they operated in a responsible manner and therefore, should take into account the ecosystem. The problems of overcapacity, overfishing and detrimental impacts of contaminants on the fisheries ecosystem were debated at Reykjavik. The solution proposed was a fundamental change in fisheries governance through a new approach called Ecosystem Based Fisheries Management (EBFM).
