Abstract

In December 2002, after a lengthy and gruelling process of review, consultation and negotiation, the European Union (EU) put the finishing touches to a package of long-overdue fishery reforms. The previous year, in its analysis of the European Common Fisheries Policy (CFP), the European Commission (EC) had acknowledged that, after 20 years, the CFP “has not delivered sustainable exploitation of fisheries resources”.
