Attacks on commerce are not a new form of naval warfare. Their antecedents go back to the beginnings of maritime trade where sea robbery was rife,1 and transitioned over time to a state regulated activity through the use of letters of marque or reprisal,2 commissions to privateers, and then to an accepted naval strategy in the nineteenth and twentieth centuries.
