Despite an internationally agreed legal framework. ocean governance is fraught with problems of compliance, implementation and equity. The International Year of the Ocean heightened awareness of the inadequacy of institutional and political responses to the challenges, of the need to overcome narrow national and sectoral self interest and differing national, regional and international traditions, and of the urgency of adopting an integrated coordinated and equitable approach.
