Ships have always needed to take on ballast at certain times in order to maintain essential seagoing properties. Originally the ballast consisted of bricks, stone, iron and other substances, but after the introduction of ironand steel-hulled ships, seawater was used. But when the water was taken on board, local life forms were scooped up as well.
