The Amendments to Chapter XI of the SOLAS Convention and the International Ship and Port Facility Security (ISPS) Code, state that the new regulations apply to passenger ships, including high-speed passenger craft, cargo ships of 500 gross tonnage and upwards engaged on international voyages, and to port facilities serving ships engaged on international voyages. That is fine if such a ship is actually within a port, but what of the situation where a ship is within the waters of a coastal state but possibly at anchor in a remote location?
