Abstract

This video gives an overview of the International Collective in Support of Fishworkers (ICSF) national workshop organized to develop an implementation plan for India’s 2018 Draft National Policy on Inland Fisheries and Aquaculture (NIFAP). The NIFAP identifies and prioritizes many aspects of sustainable management and governance of inland fisheries in India. The vision of the policy is:“ecologically healthy, economically viable and socially inclusive inland fisheries and aquaculture that generates gainful employment and economic prosperity”. The NIFAP’s broad objectives pertain to the optimal utilization and sustainable management of inland fisheries and aquaculture resources, increasing fish production and fishers’ living standards, creating gainful employment and marketing opportunities, and ensuring food security while conserving native fish genetic stocks and associated ecosystem services from fisheries. The NIFAP’s implementation across states with sizeable inland fisheries needs more discussion. Inland fisheries are integrally linked to complex, diverse, and dynamicsocio-ecological systems that straddle multiple regimes of institutional control, governance, and management. In this context, it is obvious that varied outcomes will be expected when NIFAP guidelines are superimposed and adapted to locally changing and socially contingent realities. The NIFAP’s guidelines on development practices will be in alignment with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (hereafter, theSSF Guidelines). The SSF Guidelines thus provides a robust and useful framework in which the ground experiences and realities of implementing NIFAP to improve inland fisheries governance in India can be shared and discussed. The workshop was held in Kolkata, West Bengal, India, on 6 and 7 September, 2019. It was supported by the Food and Agriculture Organization of the United Nations (FAO) and organized by ICSF.
