About 600 people from 72 countries gathered in Bangkok for a NACA and FAO-sponsored aquaculture conference. On February 25, the conference put out a manifesto now known as the "Bangkok Declaration on Aquaculture in the Third Millennium." While the conference participants recognized that aquaculture has become the fastest growing food-producing sector, they also noted that its potential for easing poverty and securing food supply has not been realized. Further, aquaculture requires fresh, dynamic and responsible strategies if it was to contribute to human development and social empowerment.
