In the last 30 years, the Philippines spent billions on fisheries developm ent programs. T hese include U S$370 m illion in loan, grants, and technical assistan ce (A DB 1997), plus billions of pesos in counterpart and R& D funds from the gov ernm ent budget. Yet through these years, the country’s fisheries resources have continuously been degraded. M unicipal fisherfolk are poorer. M any gatherings have discussed the various problem s of coastal resource m anagem ent. They have produced m any volumes of proceedings on coastal and fisheries m anagem ent. For decades, our researchers, resource m anagers, and policy makers have been participants in such conferences and users of conference proceedings.
