While economic restructuring and a higher overall level of demand for labour are needed to solve the employment problem in central and eastern Europe in the longer term, the immediate problem for government is to manage the underutilization of labour - to hide it or force it into the open. This article draws on analyses of Bulgaria, the Czech Republic, Hungary, Poland, Slovakia, Slovenia and Ukraine which addressed a common set of questions on employment policy. Reference to transition in Asia casts further light on the choices to be made.
