Abstract

Offshore oil and gas exploration and development activity is rapidly expanding in the Asia-Pacific region, particularly in the East and South China seas. The risks of major safety and security incidents from manmade and natural hazards are growing with increased maritime user intensity in crowded littoral sea areas. Major incidents are likely to have significant safety and economic, human and environmental security consequences that will transcend national boundaries. There is a compelling need for government, industry and regional consultative organisations to coordinate strategic risk management approaches. As a matter of priority, regional cooperation in the Asia-Pacific region is needed to help ensure that offshore oil and gas safety and security prevention, response and recovery arrangements are in place before major incidents arise.
