"Indeed this whole discussion [of intellectual property rights] will seem surreal to many intellectuals in the Third World, who are often starved of the most fundamental resources—paper, writing tools, copying facilities—things taken for granted by many in the north. Paradoxically, this very scarcity suggests a possible market in the south for distance learning materials."
