Abstract
IN 1992 IN TANZANIA, A STAFF MEMBER OF THE FORESTS, TREES and People program reported that Endagwe village near Lake Babati had enacted by-laws creating a "village forest," but the village had not only failed to prevent encroachment but had been ordered by a district court to pay compensation to an encroacher. The district court held that the village had no property right in the resource and that its by-law was defective for want of administrative review and approval by the central government.
