The World Bank Inspection Panel was created in 1993, as a result of the ongoing efforts of an international coalition of NGOs to transform the World Bank into a transparent and accountable sustainable development organization. During the late 1980s and early 1990s, many ill-designed and controversial projects, such the Polonoroeste road project in Brazil, the transmigration project in Indonesia, and the Sardar Sarovar dam on India’s Narmada River, mobilized international NGOs and donor countries to begin challenging the Bank’s way of doing business.
