Abstract

A review of developments in marine ecology and economic theory suggests that fishery management should: 1) make determining process-based production functions the central goal of fishery science, 2) establish three-fourths of the average unharvested abundance as the target stock, and 3) tax revenues from any fish caught when the stock is below target.
