Abstract

This paper highlights issues related to fisheries allocation. The issue of inter sectoral allocation is more onerous in fisheries not because fish are common property but because the way the government grants rights to harvest. It also emphasises the link between form of fishing rights held by fishers and their ability to manage their fisheries and to policies that will enable self governance.
