There is a reluctance of certain states to analyse the origins of the "genuine link" between a ship and its flag state as a precondition to the registration of vessels. Flag state duties and responsibility are provided in the international instruments to counteract IUU and reflagging. International attention is now not only on the duties of flag states but also on responsible fisheries management, trade related measures, port state control and state control over information retrieval and exchange.
