Abstract

Between 1999 and 2001, Sierra Leone experienced a bitter civil war that culminated in a collapsed State. The domestic effects of the collapse were severe, with the total disintegration of public authority leading to increased mortality rates, massive flows of refugees and internally displaced people, capital flight, the loss of social capital, and repressed economic growth.
