This report represents one input into the overall process by which the FIMSUL project will identify, compare and evaluate the future options for fisheries policy development in the marine fisheries of Tamil Nadu (TN) and Puducherry (PC). As a starting point, an in-depth analysis of current fisheries policy was undertaken, using a range of information sources, and also through discussions with stakeholders at a FIMSUL Policy Workshop held in Puducherry in March 2011. Overall, the results showed that current fisheries policy in TN/PC focuses on increasing fish production and uplifting the socio-economic status of fishers. While official statistics indicate that fish production is increasing each year (albeit very slowly), it is difficult to determine whether the socioeconomic conditions of fishers and their communities are improving (since there is no baseline data). Thereis a strong perception in general that coastal communities are highly vulnerable to impoverishment.
