Abstract

The purpose of Matsya Sabha is to strengthen democratic participation of fisher people in the local planning process of LSGIs. The participation of fisher people – one of the most backward sections in the state – in the Grama/Ward Sabha has not been satisfactory for several reasons. Creating inclusive platform for fisher people, the Matsya Sabha provides them the space to express needs freely. Convening the Matsya Sabha prior to Grama Sabha ensures that their demands are represented in the democratic process. And thereby ensure social justice to the fisher people by equitable distribution of resources, funds, and functional mechanisms.
