In accordance with the decisions taken in 1993 regarding the reform of the Conference, this Report covers a period of two years rather than one. In many respects, the biennium 1992-93 was a particularly exciting time in the life of the Organization. Indeed, the Office could not remain indifferent to the important political events of the early 1990s which led States to embark on a process of democratization, particularly new States which became members of the ILO, and asked the Organization to help them to implement the reforms needed to set up genuine democracies. The changes in development policy which had been foreseen for several years finally materialized. Since the beginning of the biennium 1992- 93, in keeping with the wishes expressed by donor countries and by the beneficiaries themselves, States receiving international development aid have assumed a more prominent role in the execution of technical cooperation projects. There was also a gradual, yet significant transformation in the Office's role: requests for technical advisory services increased substantially, and at the same time the number of new projects entrusted to it fell considerably.
