Abstract

This Fisheries Technical Paper provides a background to the need for managing fishing capacity and a review of the technical and policy issues that arise in doing so. The document presents a summary of recommendations and reviews policy and technical issues. The author examines the guiding principles provided by the Code of Conduct for Responsible Fisheries on the management of fishing capacity and the major provisions of the International Plan of Action for the Management of Fishing Capacity.
