The present status of world fisheries and fishery resources requires that management practices be improved, taking explicitly into account the uncertainty affecting the fishery data and related scientific information, and the consequent risk in decision-making. It is recognized that more cautious approaches to management and development are required and the differences between the precautionary principle and the precautionary approach are discussed. The implications of the precautionary approach for fisheries management, development and research are analysed. Related issues are reviewed such as: uncertainty, risk, management reference points, acceptable levels of impact ecosystem management, responsible fishery technology prior consent and prior consultation procedures, best scientific evidence and burden of proof.
