Abstract
Dragger technology was first introduced in Eastern Canada in the late 1890s. At the time, it was poorly received by fishers who believed the technology would eventually destroy fish stocks. The Royal Commission of 1928 described otter trawls with mouths a hundred feet across, catching 130,000-250,000 lb of fish. The Commission had then predicted that draggers would destroy the spawn of cod and haddock destroy the feed grounds take large quantities of immature and unmarketable fish and glut the market, making it impossible for inshore fishers to dispose of their catches.
