The aim of this policy brief is to: a) review the status of literacy and its use in fishing communities b) assess literacy needs in fisheries development processes c) draw attention to the potential of literacy and numeracy for improved fisheries management, d) demonstrate how literacy programmes can build on existing knowledge and practice and e) suggest policy responses and strategic partnerships to improve access to literacy and education.
