Abstract
This paper argues that one critical precondition to closing the African food production and consumption gap is to focus on water, which is now a critical constraint, to ensure that this resource, which for too long was considered cheap and plentiful, is recognized as scarce and valuable and therefore needs to be harvested and managed efficiently.
