Abstract

The purpose of this paper is: 1) to study the legal foundations and policies of the present system and demonstrate how, it has moulded the fishery and how it has, in turn, been moulded by the fishery; and 2) to question whether the present system can continue to allocate resources effectively in the light of the afore mentioned events and suggest possible alternatives which might better allocate the economic resources of Japan.
