Small-scale fisheries are characterised by a diversity of livelihood strategies and governance institutions.The objective of this thesis is an attempt to understand local level realities of snall-scale fisheries and the impact of change. The focus of the research was on the island of Vallarpadam in the Cochin area of Kerala, India. The fishing community engaged in unlicensed stake net fishing has experienced the impact of the development of markets for its shrimp catch. Changes in resource use are reflected in changing property rights in the stake net fishing grounds. There has been a decrease in the diversity of gear used by fishers. The padu system of fishing site allocation operates not only among the unlicensed stake net fishers in Kerala but also in the neighbouring state of Tamil Nadu and in Sri Lanka.
