This paper suggests three ways to formalise fishing or sea rights. Each model has its own advantages and disadvantages. However, the theoretical properties of each model would have to match the local circumstances to identify the optimal combination that would lead to the protection of fish populations, their habitat and the betterment of livelihood opportunities for the fisherfolk.
