This paper reviews the current institutional framework within New Zealand's quota management system (QMS). It explores the opportunities and benefits of those who hold the rights to use the resources being assigned greater responsibility for managing fisheries and fishing activity. The transfer of fisheries management services would reduce industry's general resistance to change; including the TAC/TACC, deemed values (landing fees), spatial closures and protected species protocols.
