Abstract

This paper raises some serious questions - whether a) territorial use rights in fisheries(TURF) can be established informally b) there should be planned establishment and implementation of TURF for community based fisheries(CBF) c) there are non-legal imperatives for use of TURF in CBF and d) who should be involved in allocation through the use of TURF for CBF?
