Abstract

Most fisheries in the developing countries of Southeast Asia are experiencing conflicts arising from excess fishing capacity. This document provides an analysis and recommendations for action plan 1) uphold institutional partnership and networking in research and development; 2) build non-fishery human capacity to reduce fishing capacity; 3) promote action plans through good governance and 4) advocate management options.
