This paper illustrates the dichotomy between government controlled protected areas and the community conserved area(CCA) supported by the indigenous people(Tabangwa) of the Coron Island in the Philippines. While the government wants the indigenous to "participate" in the co-management of the State declared protected areas, the Tabangwa use an innovative law that recognises indigenous peoples' property rights and customary law. Hence the conflict.
