Abstract

The oil spill has exposed deep governance failures in Peru’s environmental management and corporate accountability systems, reinforcing a long-standing pattern of neglect toward small-scale fishers. Until these issues are addressed, Lobitos’ fishing community will continue to bear the burden of industrial exploitation and ecological degradation.
