In New Zealand (NZ), by the mid-1980s, as was the case elsewhere, fish populations had declined due to intensified fishing pressure. To address the decline, the NZ government implemented an Individual Transferrable Quota (ITQ) system for fisheries management. To establish the system, the government allocated quota to only those fishers who reported at least 80% of their income from fish sales in the three years prior to ITQ system implementation. For key commercial species, system implementation began in 1986 (Sissenwine & Mace, 1992).
