The present concept paper was prepared pursuant to paragraph 24 of General Assembly resolution 78/128, in which the Assembly requested the Secretary-General of the 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development to prepare concept papers on each of the themes of the Ocean Action panels, taking into account the relevant ocean-related processes of the Assembly and other possible contributions. The present paper relates to Ocean Action panel 8, the theme of which is “Promoting and supporting all forms of cooperation, especially at the regional and subregional levels”. In the paper, an overview is provided of existing forms and mechanisms for regional cooperation, and best practices at the regional and subregional levels, including transboundary cooperation, are highlighted. Challenges and potential areas in which cooperation can be enhanced are identified, and recommendations that encompass multi-stakeholder cooperation, including private-public partnerships, to enhance ocean governance are set out under the overarching theme of the Conference: “Accelerating action an d mobilizing all actors to conserve and sustainably use the ocean”.
