The Congo Basin forests represent one of the world's most critical ecological and socioeconomic systems, supporting millions of livelihoods while playing an essential role in global climate regulation and biodiversity conservation. This IUCN CEESP NRGF discussion paper examines the rights-based governance gaps in the Congo Basin forests through the analytical lens of the Natural Resource Governance Framework (NRGF), revealing a complex landscape of progress and persistent challenges. The paper identifies five priority areas for intervention: strengthening legal frameworks and enforcement mechanisms, improving inclusive decision-making processes, establishing effective grievance and justice systems, ensuring equitable benefit distribution, and promoting coordinated governance structures. Without urgent action addressing these governance gaps, the Congo Basin forests face continued degradation, and local communities will remain vulnerable to rights violations and economic marginalization.
