Abstract

This IUCN CEESP discussion paper evaluates the EU Biodiversity Strategy for 2030 against the Human Rights-Based Approach requirements of the Kunming-Montreal Global Biodiversity Framework using the Natural Resource Governance Framework (NRGF). The analysis reveals the EU BDS shows partial alignment across most governance principles but has critical gaps in Indigenous peoples' rights, meaningful participation mechanisms, and benefit-sharing frameworks. The NRGF's theory of change demonstrates that rights-based governance, anchored in human rights and rights of nature, transforms conservation through systematic assessment, inclusive implementation, and adaptive management.
