Abstract
The case study analyses the tenure rights of traditional and small-scale fishers in Gresik, East Java, and Tarakan, North Kalimantan, Indonesia. Utilising a participatory methodology, it identifies the challenges these communities face, including insufficient legal protection and environmental degradation from intensive aquaculture practices. The findings reveal a significant disconnect between existing policies and their implementation, highlighting the urgent need for enhanced governmental recognition and protection of the rights of fishing communities. The case study advocates for the development of comprehensive regulatory frameworks that ensure tenure security and sustainable fisheries and safeguard the livelihoods of fishing communities, thus fostering socio-economic resilience and environmental sustainability.
