Abstract

This report sheds light on the hidden struggles of Filipino migrant fishers navigating the UK’s complex visa and labour systems. Drawing on field interviews and policy analysis, it reveals how the use of transit visas creates legal grey areas that expose workers to isolation, exploitation, and limited access to rights and protections. This timely research calls for urgent reforms to ensure fair recruitment, decent working conditions, and genuine pathways to settlement for migrant fishers. As the UK fishing industry becomes increasingly reliant on overseas labour, the report challenges policymakers and stakeholders to rethink how migration governance intersects with labour rights at sea
