Abstract

In 1999, COFI 23 adopted the International Plan of Action for the Management of Fishing Capacity (IPOA-Capacity). The IPOA-Capacity addresses overcapacity in the fishing fleets and aims to achieve efficient, equitable and transparent management of fishing capacity. Since its adoption, the global fishing fleet capacity expanded. The total number of motorized fishing vessels increased by one-third, and the average fishing vessel grew in size (i.e. in length and gross tonnage) and in engine power. At the same time global marine capture fisheries production has stabilized, the percentage of overfished stocks has grown, fishing technologies have improved, seafood prices have increased, consumption has increased, and fishing fleets have continued to be profitable. Vessel registers, limited entry systems and freezing vessel numbers are the most common instruments used to manage fishing capacity. This document presents key outcomes of a global review of measures taken by countries and Regional Fisheries Management Organizations (RFMOs) on fishing fleet capacity management, outlines common measures applied to manage fishing capacity, and makes recommendations about fishing fleet capacity management. Moreover, it provides an overview on the monitoring of effective implementation of flag State responsibilities in line with the FAO Voluntary Guidelines for Flag State Performance (VGFSP).
