The ocean and climate change dialogue (“dialogue”) was mandated by the Conference of the Parties at its twenty-sixth session. The 2025 dialogue was held in hybrid mode on 17–18 June 2025, in conjunction with the sixty-second session of the subsidiary bodies in Bonn, Germany. As the co-facilitators of the dialogue, we have prepared this report that provides a summary of the discussions that took place on three topics, chosen in consultation with Parties and observers: first, Ocean-based measures in the Nationally Determined Contributions, second, the ocean under the Global Goal on Adaptation, and third, Ocean climate-biodiversity synergies. The cross-cutting issues included means of implementation, particularly finance, as well as science. The dialogue offered a vital space for enhancing collaboration, understanding and building ocean-based climate action, illustrating needs, opportunities and case studies, as well as highlighting key messages for consideration at COP 30.
