In the light of New Zealand's proposal a) to make prohibition of subsidies the primary discipline and use a negative list approach for exceptions and b) a broad ban along with a list of defined exceptions would be more effevtive than a bottom-up negitiation in a list of prohibited subsidies, Japan concludes that an alternative approach based on a bottom-up negotiation would be desirable to build a fair consensus.
