Things could have turned out quite differently. Standing up alone to the United States, India might have been blamed for the failure of the Bali Ministerial Conference, and even for the demise of the WTO. Yet by stubbornly insisting on food security, India has won a historic battle: it managed to convince 159 WTO Member States – including the United States – to accept a peace clause. This allows India to spend an estimated 20 billion dollars annually on a food aid programme. Consequently, India and hence other developing countries can now subsidize food for their own people without fear of complaints before the WTO Dispute Settlement Body. On a razor's edge to the very end, the confrontation in Bali revolved around the length of time this clause should remain in force.
