Abstract

The report focuses on four sets of actors which in their own ways, have to a large extent influenced the development of fisheries. These institutions/actors are the governments of the three East African countries, the fish processing export factories located at the shorelines of Lake Victoria, the international market for fish and the multilateral and bilateral aid organizations.
