At the establishment of the World Trade Organisation (WTO in 1994, expectations were raised that the WTO would have a much more significant impact on international trade than its predecessor, the General Agreement on Tariffs and Trade (GATT). The WTO's regulatory effectiveness has been enhanced by its strengthened dispute settlement mechanism, embodied in the Understanding on Rules and Procedures Governing the Settlement of Disputes (DSU).
