Abstract
In this paper the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu proposes that new provisions be added to Article XXIV of GATTand Article V of GATS requiring parties to an RTA to allow another Member to negotiate in good faith, the terms of accession to the RTA.
