Abstract

Article 2.4.1 of the Anti-dumping Agreement addresses the manner in which exchange rates are to be applied in anti-dumping investigations. The USA recognises many ways to implement Article 2.4.1. It is important that Members make clear how they will implement Article 2.4.1 as a guard against arbitrary application.
